The public consultation process for the third line of the Como waste-to-energy plant by ACSM AGAM Ambiente

Acsm Agam is one of the main multi-utilities in northern Italy, resulting from the aggregation of the utilities of Como, Monza, Lecco, Sondrio, Varese. Among the objectives and projects of the new Industrial Plan, the construction of the third line of the Como waste-to-energy plant is planned, dedicated exclusively to the treatment of sewage sludge. The project, in its preliminary phase, was presented to citizens and territorial stakeholders through the tool of public consultation. The process unfolded in four presentation and in-depth meetings on the project characteristics and in a plant visit day of the Como waste-to-energy facility dedicated to citizens. Amapola took care of the communication supporting the public consultation, building a communication path that accompanied the local community involvement activities during the project weeks.

The communication project

For Acsm Agam Ambiente, Amapola developed an integrated and multi-channel communication strategy that, through the narration of the various phases of the public consultation, gave coherence and identity to the entire project. After identifying the brand and name of the project  “La Guzza energie al servizio del territorio”  and defining the coordinated image and graphic design that characterized all online and offline communication, the website dedicated to the public consultation process was created (www.laguzza.it). The web platform allowed sharing materials, scheduling project times, receiving stakeholder contributions and providing news and updates on the progress of the public consultation.

The contents

Amapola also curated the content production:
    • For website updates: through texts, images and videos.
    • For Acsm Agam’s Facebook and LinkedIn social channels used to spread news and support participation in public consultation, through a specific and rich editorial plan coordinated and integrated with activities carried out by the company’s press office.
    • Through the production of videos, a reportage and eight interviews with managers and professionals from the Como plant, recorded at the open day planned by the public consultation process and in the following days.
The agency also produced a series of creatives useful both to increase the number of participants in the different stages of the consultation and to enrich communication through social channels. Amapola identified a series of “project hashtags”, combining them with a set of thematic social cards, and produced art and copy for two advertising subjects adapted for local print and digital publication pages, as well as for Acsm Agam Group sites, and for a final infographic wanted to highlight project highlights. At the advertising level, a series of Facebook sponsorships were activated to increase awareness and registrations for consultations. The main results of this activity were:
    • More than 106,000 people reached on Facebook and more than 43,000 people reached on LinkedIn
    • 61 registered for public consultation meetings.
